First certificate of admission to the auction of RES is issued

On 4 March 2016 President of URE issued first certificate of admission to the auction for sale of electricity generated from renewable energy sources. The certificate is valid for 12 months from the date of its issue.

Auctions for electricity sales will be carried out electronically via Internet Auction Platform. Volume of energy for sale within a given auction will be announced by President of URE, according to Article 78 paragraph 2 of the Act on RES, except for the volumes determined in other regulations: Regulation of Council of Ministers on maximal volume and value of electricity generated from renewable sources, as well as Regulation of minister in charge of energy on volume and value of electricity generated in RES installations with total installed capacity not exceeding 1 MW - which may be auctioned in a given calendar year.

President of URE announces, organises and runs auctions for sale of electricity generated from RES, pursuant to the Act of 20 February 2015 on renewable energy sources (hereinafter: Act on RES) - (Journal of Laws of 2015, item 478, as amended).

Producers of electricity in RES installations, who are to start generating electricity after auction closing day, are subject to formal assessment proceeding, according to Article 75 of the Act on RES. The proceeding is conducted by President of URE, upon a producer’s request for issuing the certificate of admission to RES auction. The issued certificate gives grounds for admission to auction of RES installation.

The possibility to participate in auction will be provided also to producers generating electricity in already existing RES installations, i.e. those which have generated electricity before entry into force of Chapter 4 of the above said Act, namely - according to legislation in force -  by 1 July 2016. These generators will be able to participate in the auction if they submit the relevant declaration to President of URE. The provisions on submission of declarations will enter into force on 1 July 2016.

According to Article 79 of the Act on RES, generator of electricity in each of abovementioned types of RES installations, as an auction participant submit one bid for electricity generated in a given installation within the auction session.

Auctions are aimed at supporting the RES installations. The auction is won by those auction participants who offer the lowest price for sale of electricity generated from renewable energy sources - until the announced volumes and values of electricity generated from RES are exhausted.

Auctions are organised separately for producers generating electricity in installations of total installed capacity below 1 MW and exceeding 1 MW, taking into account Article 72 of the Act on RES.

Internet Auction Platform - IT tool for auctions - was delivered in the end of 2015 and in the coming weeks will be made available on the Internet for user testing.
