Nord Stream 2 certification proceeding: opinion of the President of the Energy Regulatory Office on the gas supply security

The opinion of the Polish NRA was prepared in response to an inquiry by the German Federal Ministry for Economic Affairs and Energy (Bundesministerium für Wirtschaft und EnergiemBMWi). The Polish analysis is a part of consultations conducted due to the certification procedure of the Nord Stream 2 operator.

The proceeding is run by the German regulatory body - the Federal Network Agency (Bundesnetzagentur, BNetzA). Poland is one of the countries involved in the consultations. The opinion concerns threats to the security of energy supply in a given member state and in the European Union in connection with Nord Stream 2 certification.

In the document, the URE President points out, among others, the threats and risks to the security of gas supply to European Union Member States – including Poland. These threats may result both from the operational nature of the Nord Stream 2 gas pipeline as well as from the certification of Nord Stream 2 AG - the owner of the gas pipeline - as the operator of this gas pipeline in the so-called independent transmission operator model (ITO).
