Gas market: The President of URE approves the 2024 transmission tariffs for Gas Transmission Operator Gaz-System

The Regulator approved two sets of tariffs: one for transmission services in the operator’s own network, the other for the Polish section of the Yamal-Europe Transit Gas Pipeline System.

With the introduction of the Gas Transmission Operator Gaz-System’s tariff in its national network the rates in 2024 will increase with respect to those currently in force:

  • at entry points by:
    • 33.4 per cent for high-methane gas (group E),
    • 0.3 per cent for low-methane gas (sub-group L),
  • at exit points by:
    • 18.8 per cent for E gas,
    • 18.3 per cent for L gas.

The changes in tariff rates result from the expenditures on strategic investments implemented by Gaz-System, which have a direct impact on Poland’s energy security by ensuring diversification of the directions and sources of gas supplies to Poland. This is particularly relevant in the current geopolitical situation. The investments are also reflected a significant increase in the value of transmission assets, which are financed by the tariff.

On the other hand, the 2024 tariff for the Polish section of the Yamal-Europe Transit Gas Pipeline System provides for an increase in rates by:

  • 16.9 per cent at the entry,
  • 14.1 per cent at the exit.

In this case, the increase in the tariff rates is due to a drastic decrease in transmission capacity ordered by network users. On 16 May 2020, the long-term contract with Gazprom Export came to an end, and starting from 27 April 2022, the company completely stopped gas supplies to Poland from the eastern direction. The contract for these supplies finally expired at the end of 2022. Currently, the gas pipeline is not used for supply from the eastern direction.

  • The tariffs will apply from 1 January 2024 (from 6.00 am) until 1 January 2025.
  • According to the NC TAR[1], the publication of the approved transmission tariff must take place no later than 30 days before the annual capacity auction (which takes place on the first Monday of July each year).
