President of URE approves capacity assessment method in the balancing horizon for the Hansa region
On 20 February 2025, at the request of the transmission system operator PSE, the President of URE approved the method for inter-area capacity assessment in the Hansa region.
The development of this method by the TSO aligns with the provisions of EU Regulation 2017/2195, which establishes balancing guidelines[1] and requires all operators in the region to create a framework for inter-area capacity assessment within five years of the regulation's entry into force.
The capacity assessment method for balancing time horizons – used for balancing energy exchanges or managing the imbalance compensation process – aims to prevent market distortions and ensure consistency with the inter-area capacity assessment method for intraday timeframes[2].
Given the necessity for all regulators in the Hansa region to reach a consensus, the approval process for this document had been ongoing since 2022.
- Hansa is one of the capacity assessment regions established by ACER Decision No. 06/2016 of 17 November 2016 (as amended) to facilitate cooperation among transmission network operators in the integration of energy markets.
- The Hansa region includes the market area borders of the Netherlands, Germany, Denmark, Sweden, Norway, and Poland.
- In addition to being part of the Hansa region, Poland also belongs to three other capacity assessment regions: the Core region (Austria, Belgium, the Czech Republic, Croatia, France, Germany, Hungary, Luxembourg, the Netherlands, Poland, Romania, Slovakia, and Slovenia), Central Europe (the market area borders of the Core region and Italy), and the Baltic region (Lithuania, Latvia, Estonia, Finland, Sweden, Poland).
