Energy transition: 16 entities on the aggregator's list

In August, another two entities were added to the list of aggregators maintained by the President of URE.

The company Optimen Energy S.A. plans to start aggregation on 1 January 2026 in the areas of the five biggest operators (Enea Operator, Energa-Operator, PGE Dystrybucja, Tauron Dystrybucja, Stoen Operator) and the eight smaller ones (PGE Energetyka Kolejowa S.A., Elektrociepłownia Mielec Sp. z o.o., Polenergia Dystrybucja Sp. z o.o., PGE Górnictwo i Energetyka Konwencjonalna S.A., PCC Energetyka Blachownia Sp. z o.o., Miejska Energetyka Cieplna Sp. z o.o., ArcelorMittal S.A., Unihut S.A.).

The company IEN Energy Sp. z o.o. plans to start aggregation on 1 September 2025  in the areas of the five biggest operators and also within the network operated by DCAC Chociwel Sp. z o.o.

Currently, sixteen entities are listed on the aggregator's list.

Aggregation is the activity of combining the volume of capacity or electricity offered by consumers, electricity generators or electricity storage operators, taking into account the technical capacity of the network to which they are connected, for the purpose of selling electricity, providing system services or flexibility services on the electricity markets. The role of the aggregator was introduced by an amendment to the Energy Law.

Each entity that indents to provide aggregation services must apply to the President of URE for entry on the list maintained by the Regulator.

Entities applying for such an entry must meet certain conditions, including:

  • identify the electricity system operators in whose area of operation the aggregation will take place;
  • specify the planned start date of the aggregation;
  • indicate whether they also intend to operate using a peer-to-peer trading platform for renewable energy.

IMPORTANT: in order to confirm this activity, the aggregator should – in addition to the relevant information together with a certified copy of the concluded aggregation agreement – also submit a certified copy of the invoice for the aggregation service provided or another document confirming this or a document confirming the achievement of the aggregation purpose implemented on the basis of the aggregation agreement.

The President of URE is in fact required to remove an aggregator from the list if the aggregation is not undertaken within six months from the date of listing.
