Gas market: The President of the URE is initiating the first consultation on the Inter-Transmission System Operator Compensation mechanism

The consultation, which runs from 1 September to 1 November 2025, concerns the planned establishment of a single interconnected natural gas entry/exit system in Poland from 2027, comprising the networks belonging to the Gas Transmission Operator, Gaz-System and the Transit Gas Pipeline System of EuRoPol GAZ.

The consultation is conducted on the basis of Article 10(5) of the Tariff Code[1] and is intended to enable the implementation of the Inter-Transmission System Operator Compensation mechanism (ITC KSP/SGT 2027-2031) under the planned single network tariff for the Polish natural gas transmission network.

The coordination of an effective Inter-Transmission System Operator Compensation mechanism is to ensure that each operator will be able to reclaim their authorised revenue on transmission operations if lost due to decommissioning of connection points between transmission systems.

The stakeholders can submit their positions using a dedicated form to the following email address: konsultacje.nctar@ure.gov.pl.

The consultation is in parallel with the consultations of GAZ-SYSTEM’s “Consultation Document for the Entry-Exit System In The Territory Of The Republic Of Poland In 2027-2031[2]. The reference pricing method it adopts assumes that the same method will be used in total, from 2027 onwards, for a single interconnected natural gas entry/exit system.

The President of the URE encourages participation in the consultation.
