Offshore: The President of the URE publishes an updated Auction Rules for offshore wind farms
The updated Auction Rules for obtaining the right to cover the negative balance for electricity generated in offshore wind farms has been published in the Public Information Bulletin of the URE[1].
According to the wording of the OWF Act in force until 26 November 2025, the President of the URE was obliged to determine the auction rules for offshore wind farms no later than six months before the auction begins, which the regulator did on 27 May this year.
On 27 November, the Polish Act of 9 October 2025 amending the Act on Promoting Electricity Generation in Offshore Wind Farms and Certain Other Acts[2] entered into force[3]. Pursuant to Article 14 of this amendment to the OWF Act, the President of the URE was obliged to update the Auction Rules within 30 days from the date on which the amended provisions came into force.
The Auction Rules published today received a positive opinion from the Minister of Climate and Environment on the draft of the document, which takes into account, in particular, the changes resulting from the October amendment to the OWF Act as well as the functionalities of the Internet Auction Platform module dedicated to electricity generators operating offshore wind farms.
