URE’s report: Volume of electricity generated in small-scale RES installations totalled 5.5 TWh in 2025

The President of the Energy Regulatory Office published a summary report on electricity generation from small-scale RES installations and on biogas production for biomethane generation in 2025. Over the past year, the number of small-scale installations increased by almost 16 per cent, and their installed capacity by nearly 15 per cent.

The President of URE has published the 2025 report, a year marked by significant changes in the activities of the fuel and energy market Regulator. On 11 August last year, Renata Mroczek became the first woman to serve as President of URE. New projects launched on the Regulator’s initiative include: setting up the President of URE’s Cross-Sectoral Accelerator for the Development of the Polish Energy Sector and starting the creation of URE’s Digital Twin. The first-ever auction supporting offshore wind energy was also held, and the initial decisions concerning the hydrogen sector were issued.

Hydrogen market: The European Commission issues an opinion on the President of URE’s certification of GAZ-SYSTEM as a hydrogen transmission system operator

On 30 March 2026, the European Commission issued a positive opinion on granting a certificate of independence to the Gas Transmission Operator GAZ-SYSTEM. Accordingly, the Commission endorsed the President of the URE’s position on this matter.

The average price of electricity for households increased in 2025.

The average electricity price for household consumers, including the distribution service fee, was PLN 0.92/kWh in 2025. Compared to 2024, this represents an increase of more than 11 per cent.

The average electricity sales price in the competitive market decreased in 2025.

The annual average electricity sales price in the competitive market in 2025 was 458.24 PLN/MWh.

Natural gas market: The President of URE approved the reference price methodology for the combined entry/exit natural gas system operated by GAZ-SYSTEM S.A.
